/pp NTU is currently preparing a bid for Call for Tenders CINEA/****/OP/**** – "Assistance Mechanism for the European Sea Basin Strategies in the Atlantic, Western Mediterranean, Black and North Seas" – a contract issued by the European Climate, Infrastructure and Environment Executive Agency (CINEA).
The contract supports the implementation of four EU Sea Basin Strategies through technical assistance, stakeholder engagement, communication, and national-level coordination.
/pp To strengthen our bid and build our expert pool for future assignments, we are seeking a qualified National Hub Expert based in Portugal to support the Atlantic Sea Basin Strategy.
Portugal is one of the four Atlantic EU Member States and plays a key role in both the Atlantic Strategy and the WestMED Initiative, with a strong tradition in maritime affairs and blue economy development.
/pp About the Atlantic Sea Basin Strategy /pp The Atlantic Maritime Strategy focuses on four pillars: Ports as gateways for the blue economy; Blue skills of the future and ocean literacy; Marine renewable energy; and Healthy ocean and resilient coasts.
The National Hub in Portugal acts as a one-stop advisory and support point for national coordinators and stakeholders in driving implementation of the Atlantic Action Plan, including engagement with Portugal#39;s outermost regions.
/pp Key Tasks and Responsibilities /pulli Identify, develop, and support project ideas systematically linked to relevant funding opportunities /lili Build relationships with national, regional, and local authorities, clusters, maritime networks, and stakeholders /lili Support partner matchmaking and cooperation across the sea basin /lili Organise national and bi-national events, thematic workshops, and roadshows in line with strategy priorities /lili Participate in external events to promote visibility of the sea basin strategy /lili Raise awareness and disseminate strategy priorities and results /lili Provide input to the maritime data hub / CINEA Qlik Sense dashboard /lili Draft rolling annual roadmaps in consultation with national coordinators /lili Support the Sea Basin Coordinator in monitoring and reporting activities /lili Contribute to policy feedback and analysis on blue economy priorities /li /ulp Profile Requirements /pp We are looking for experts with the following qualifications: /pulli At least 5 years of professional experience in maritime policy and/or blue economy sectors /lili Demonstrated experience of working with sector stakeholders at national or regional level /lili Relevant higher education degree related to maritime affairs, blue economy, or equivalent /lili Strong knowledge of national and EU funding instruments relevant to maritime/blue economy /lili Excellent networking and stakeholder engagement skills /lili Fluency in English (written and spoken); proficiency in the national language is essential /lili Experience with EU-funded projects or programmes is highly desirable /li /ulp Country-Specific Requirements /pulli In-depth knowledge of Portugal#39;s maritime sector, blue economy landscape, and coastal communities /lili Familiarity with Portuguese and EU funding instruments (e.g. EMFAF, Interreg Atlantic Area, Portugal ****) /lili Existing network within Portuguese maritime authorities, ports, research institutions, and maritime clusters /lili Knowledge of Portugal#39;s outermost regions (Azores, Madeira) and their relevance to the Atlantic Strategy is a strong asset /lili Professional proficiency in Portuguese (native or near-native level) /li /ulp How to Apply /pp Please apply via LinkedIn and upload your most recent CV, ensuring it includes your email address and telephone number.
