Offer Description
By determination of the Board of Directors of the Instituto Pedro Nunes – Associação para a Inovação e Desenvolvimento em Ciência e Tecnologia, an International selection procedure is open for 1 (one) PhD place for the exercise of scientific research activities in the scientific field of Information and Communication technologies, under an employment contract with an undefined term, comprising the carrying out of the following activities:
* Research and development of innovative projects in software area;
* Opportunities scouting, proposal writing and project implementation in the context of national and international funding programmes;
* Management of research and development teams.
These activities will be carried out in the framework of Portugal 2030 R&D projects to be performed within IPN Informatic and Systems Laboratory (LIS IPN), whose length cannot be estimated in the present date.
* Decree-Law nr. 57/2016, from 29th August, altered by Law nr. 57/2017, from 19th July, which approves a Doctoral recruitment framework to stimulate Scientific and Technological Employment in all knowledge areas (RJEC).
* Decree-Law nr. 11-A/2017, from 29th December, Ordinance 1553-C/2008, from 31st December, and Decree-Law n. º 124/99, from 20th April.
* Portuguese Labor Law, approved by Law nr. 7/2009, from 12th February in its current version in force.
3. According to article nr. 13 of the above-mentioned RJEC, the Jury is composed of the following members:
4. The activities will be performed in Instituto Pedro Nunes´s Laboratory for Informatics and systems,premises located in Rua Pedro Nunes, 3030-199 Coimbra, Portugal. The activities must be performed mostly on an on-site basis.
5. Complying with the minimum value for gross monthly salary in accordance with subsection a), section 1, article 15 from Decree-Law nr57/2017 from July 19th, corresponding to level 33 of the Single Salary Index (“Tabela Remuneratória Única”), approved by Decree-Law n.º 84-F/2022, 16th December, the amount of €2,800.00 (two thousand and eight hundred euros) is set as gross monthly salary.
6. An application can be filed by any National, foreign and stateless candidate(s) holding a PhD degree in Science and Technology, further possessing a scientific and professional curriculum whose profile is suitable with the indicated requisites, namely in t h e scientific a rea of Informatics Engineering, with at l ea st 3 (three) publications in international peer reviewed journals.
In the event the PhD degree was awarded by a foreign higher institution, the degree must comply with the provisions of Decree-Law nr 66/2018, 16th August, and all formalities duly established must be fulfilled by the Candidate until the submission term.
7. To determine the appropriate profile to the activity the following criteria are defined:
Academic Qualification:
PhD in Science and technology
Technical experience:
* Experience in research in the area of informatics engineering, namely virtal and augmented reality, and serious games;
* Scientific publications in the area of Informatics Engineering in journals with peer-review and participation in projects in the area of informatics engineering.
Organizational competences:
* Time management organizational capabilities;
* Capability to work in teams.
Other requirements:
* Fluency in written and oral English;
* Availability to initiate functions in a short time after the selection process ends.
8. In accordance with Article 5 of the RJEC the selection takes place through the evaluation of the scientific career and the curriculum of the candidates.
9. Assessment of the candidate’s scientific career and curriculum focused on relevance to the project, quality and up-to-dateness of:
* The scientific production, technological, cultural or artistic work of the last 5 (five) years considered most relevant by the candidate;
* The activities in fundamental and applied research undertaken in the last 5 (five) years;
* The outreach activities and dissemination of knowledge developed over the past 5 (five) years;
* Experience in mentoring students undertaking master’s/doctoral theses;
* Experience in the area of informatics engineering, namely virtal and augmented reality, and serious games .
10. The 5 (five) years period referred to in the previous paragraph can be increased by the jury, at the request of the candidate, when justified by the suspension of scientific activity for relevant reasons, such as parental leave, serious illness, and other situations of unavailability for work, legally determined.
11. The evaluation criteria are the following:
* Previous experience in the design and implementation of reserch projects in the area of informatics engineering, namely virtual reality, augmented reality and serious games, the field relevant to the envisaged tasks (50%);
12. The final classification will be presented on a percentage scale from 0 to 100%. The minimum threshold classification is 50%.
13. The jury shall act by a roll-call vote, justified in accordance with the publicized and adopted selection criteria, abstentions not being allowed.
14. All jury meetings shall be recorded in written minutes, containing a summary of what occurred, as well as the votes issued by each of the members and their reasoning, and should be made available to applicants when requested.
15. After the evaluation of all eligible applications according to the selection criteria, the jury will make an ordered shortlist of approved candidates and their respective classifications.
16. The final decision of the jury shall be validated by the Board of Directors of Instituto Pedro Nunes, who also make the recruitment final decision.
17. Applications submission
17.1. The applications are formalized upon request addressed to the President of Instituto Pedro Nunes, with the reference “Candidatura IPN/RH2025/CON1”,which includes the identification of this notice, full name, parents´ names, number and issuing date of identification document card, Citizen's Card, or civil identification number, tax identification number, date and place of birth, marital status, current occupation, address and contact, including e-mail and telephone.
17.2. The application is followed by all the documents containing full evidence of the conditions laid down in paragraphs 6 and 7 for admission to this call, in particular:
* Copy of certificate or diploma of PhD;
* Curriculum Vitae detailed and structured according to the items in points 9 and 11;
* Other documents relevant for the evaluation of the competence in similar scientific areas;
* Other documents, namely the information to which refers nº 2 of article 5th of RJEC.
* Written consent for personal data processing.
* Certificate of recognition of the PhD if the PhD degree was awarded by a foreign higher education institution. The PhD degree must comply with the provisions of Decree-Law nr 66/2018, 16th August, and all formalities duly established must be fulfilled by the candidate before the submission deadline.

The application period begins on the day after the publication of this announcement and will last for 10 (ten) working days, from 9th july to 22nd july of 2025.
18. The reception and analysis of the applications shall be preceded by the signature, by the Candidate, of written consent for his/her data processing, according to the terms of the General Data Protection Regulation, approved by the REGULATION (EU) 2016/679 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 27 April 2016 (hereinafter GDPR) and Law n.º 58/2019 of August 18th.
19. Candidates that incorrectly formalize the application or who do not demonstrate the general requirements for this call will be excluded. In case of doubt, the jury may require from any candidate, the submission of additional evidence of their statements.
20. False declarations provided by the candidates are sanctioned by law and constitute grounds for immediate exclusion from this procedure.
21. The list of candidates admitted and excluded as well as the final classification list will be published on the Instituto Pedro Nunes webpage, accessible through the following URL: www.ipn.pt, the candidates being notified by e-mail with delivery receipt of the notification.
22. Previous Hearing and Final Decision:
The candidates have, upon notification, 5 (five) working days to file a previous appeal based on their exclusion of the procedure. After the deadline of 15 (fifteen), working days from the deadline for the submission of applications, the final decisions of the jury are approved.
23. This call is intended exclusively to fill the indicated position and can be revoked until the approval of the final candidates' list. The procedure expires with the attribution of the job on offer.

25. The jury approved this notice at the meeting held on 26th of June 2025.
26.
