The Position
NTU International A/S is leading a consortium for the preparation of a proposal for an EU-funded project in Southeast Asia. We are seeking non-key experts to support our core team during the implementation of this project.
Job Description:
* Conduct in-depth analysis of budget execution, fiscal policies, and financial oversight mechanisms.
* Assess the coherence between public expenditure and fiscal policy objectives.
* Evaluate Public Financial Management (PFM) frameworks, including budgeting procedures, accounting systems, audit practices, and financial reporting.
* Identify gaps and inefficiencies in public finance systems and propose practical, tailor-made reforms.
* Provide technical advice to government counterparts and development partners on improving fiscal governance and budget management.
* Prepare high-quality reports, diagnostics, and policy recommendations.
* Support institutional capacity building related to PFM.
Required Skills and Qualifications:
* Master's degree or higher in Public Finance, Economics, Public Administration, Accounting, or a related field.
* Proficiency in English (C1); knowledge of Danish or Greenlandic is an asset.
Key Responsibilities:
* Minimum of 12 years of progressively responsible experience in public finance, including at least 5 years in a senior advisory or technical leadership role.
* In-depth knowledge of PFM frameworks, fiscal rules, budget execution systems, financial reporting, and public audit procedures.
* Strong experience in fiscal policy analysis and budgetary performance assessments.
* Proven ability to work with government institutions and/or international organizations on PFM reform processes.
Preferred Qualifications:
* Professional certifications (e.g., CPA, ACCA, CIPFA).
* Experience with Public Expenditure and Financial Accountability (PEFA) assessments.
* Prior work with international financial institutions, donor agencies, or development programs.
