We are looking for a Requirements & Change Manager who is willing to relocate to join our Client's team in the Hague, the Netherlands.

Eligibility:
* Candidate must have resided in Portugal for at least the past 5 years.
* Portuguese citizenship is mandatory.
* Candidate must be prepared to obtain NATO or EU security clearance upon accepting the job offer (with Hexa coordination).

Key Responsibilities
Requirements Management
* Plan, lead, and oversee the scoping, definition, prioritisation, and baseline control of requirements for large-scale and complex initiatives.
* Select, adapt, and apply best-fit methods, tools, and techniques for effective requirements management.
* Engage stakeholders across all levels to gather, validate, and secure consensus on project requirements.
* Resolve conflicts, manage competing priorities, and assess changes to scope or expectations.
* Drive continuous improvement in organisational requirements management practices.
Business Modelling
* Develop business and operational models aligned with strategic objectives.
* Apply expert knowledge of industry-standard modelling techniques to complex business cases.
* Guide stakeholders on suitable modelling approaches and influence high-level decisions.
* Coordinate and ensure the quality of modelling activities across project teams.
Organisational Change Management
* Define and communicate change strategies for high-impact transformation initiatives.
* Lead the planning and execution of large-scale organisational change.
* Coach change leaders and foster a culture of adaptability and continuous improvement.
* Establish feedback loops and assess the effectiveness of change management processes.
Stakeholder Relationship Management
* Design and implement engagement strategies for internal and external senior stakeholders.
* Serve as a single point of contact for key stakeholders throughout project lifecycles.
* Support service delivery and transformation initiatives through strategic relationship-building.
* Negotiate agreements, track satisfaction, and improve collaboration and communication continuously.
Requirements:
* Proven experience in managing operational, capability, user, and system requirements.
* Excellent oral and written communication skills in English (C1).
* Strong experience in preparing and delivering high-quality briefings and documentation.
