We are looking for a Senior IT Project Manager to join our Client's team in Lisbon.
Please note: This role is based 100% on-site in Oeiras, Lisbon, and is open only to Portuguese citizens.
Key Responsibilities:
* Define project scope and objectives in collaboration with stakeholders.
* Ensure technical feasibility and inclusion of all relevant internal contributors.
* Create and maintain realistic project plans using Waterfall or Agile methodologies.
* Lead and coordinate internal resources, external contractors, and vendors.
* Oversee all project phases including planning, service and requirements management.
* Manage change control processes, risk registers, and quality assurance checkpoints.
* Provide consistent reporting to stakeholders on cost, schedule, and resource usage.
* Advise on CIS systems in support of training and service delivery environments.
* Contribute to the development and rollout of service and project management tools.
* Assess new service demands and initiate feasibility and impact assessments.
* Plan deployment schedules, resource allocation, and cost estimations.
* Oversee financial planning, asset management, and acquisition activities.
* Produce service transition price proposals.
* Act as a deputy to Section Head or senior leadership as required.
* Fulfill any other duties in line with the role.
Required Qualifications:
* Bachelor's degree in a relevant discipline + 3 years of professional experience
* OR at least 10 years of relevant progressive experience in lieu of a degree.
* Minimum 3 years of recent experience in roles involving:
* Supervision of project or permanent teams.
* Complex CIS project delivery within a service-oriented organization.
* Project coordination, communication, and stakeholder engagement.
* Service level planning, continuity strategies, and customer relationship management.
* Full professional proficiency in English (C1 level).
* Must be a Portuguese citizen and available to work fully on-site in Oeiras, Lisbon.
* Availability to start within 30 days; immediate availability is a strong advantage.
Desirable Qualifications:
* Experience with NATO CIS projects and Capability Packages (CPs).
* Knowledge of CIS and non-CIS systems and NATO C4ISR policies and procedures.
* Experience in international and multicultural environments (civilian/military).
* Familiarity with Agile project management and ITIL Foundation Certificate.
* Understanding of NATO organizations such as ACO and ACT.
* Familiarity with NATO's internal project assessment and submission protocols.
