Experis, a global leader in talent management solutions, is currently recruiting a Billing Manager – Europe, for a client based in Porto. The Billing Manager – Europe is a hands-on leadership role responsible for the end-to-end Billing function within a Global Business Services (GBS) centre in Porto. Operating across European markets within the staffing and workforce solutions industry, the role ensures that invoicing is accurate, timely, and compliant with both client contractual requirements and local statutory obligations. The Billing Manager will drive the technical and operational development of the billing team, enhancing process quality, system utilisation, and service delivery standards. Reporting to the O2C Director, the role works closely with Commercial, Finance, IT, and Legal teams to resolve complex billing scenarios, eliminate root causes of errors, and deliver measurable improvements in billing cycle times and first-time-right performance. Knowledge of Credit Management and Collections processes is required to support effective collaboration across the Order-to-Cash (O2C) cycle, although direct ownership of these activities sits within other functions of the organisation. Key Responsibilities Lead the transition and centralization of Billing operations into the GBS, ensuring effective knowledge transfer, process documentation (SOPs), team capability development, and seamless implementation with no revenue leakage. Manage end-to-end billing operations across multiple European markets, ensuring the accurate and timely issuance of invoices, credit notes, and billing adjustments across all service lines, including Temporary Staffing, Permanent Placement, MSP/RPO, and Workforce Solutions. Ensure regulatory, fiscal, and operational compliance, including adherence to e-invoicing requirements, VAT regulations, SOX controls, audit standards, and client contractual billing obligations across different countries. Act as the functional subject matter expert and escalation point for Billing-related matters, resolving disputes, complaints, and complex issues while driving sustainable solutions and continuous process improvement. Develop and maintain strong relationships with internal and external stakeholders, collaborating closely with Finance, Commercial, Operations, Collections, IT, Legal, and European market leadership teams. Drive operational excellence through performance management, defining and monitoring KPIs, producing regular reporting, analysing performance trends, managing team capacity, and ensuring compliance with agreed SLAs and Service Partnership Agreements (SPAs). Lead, coach, and develop the Billing team, fostering a service-oriented culture focused on accuracy, continuous improvement, automation, capability building, and high performance aligned with GBS objectives. Qualifications: Business, Finance or Accounting degree (or equivalent professional qualification) Professional accounting certification (ACCA, CIMA, CPA or equivalent) desirable; Minimum 8 years of experience in a Billing, O2C or Revenue Operations role, with significant time spent in a high-volume, multi-entity or multi-country billing environment; Minimum 5 years in a people management role, with a proven track record of developing billing teams and raising performance standards; Demonstrable experience in the staffing, recruitment, or workforce solutions industry – understanding of temp/perm/RPO billing flows is essential; Proven experience managing billing operations in a GBS, Shared Services, or Captive CoE environment; Hands-on experience with ERP billing modules; Oracle experience preferred; Working knowledge of Credit Management and Collections processes sufficient to collaborate effectively across the O2C value chain.
