What you’ll do
CrossBoundary Energy is recruiting a full-time French-speaking Senior Permitting and Regulatory Officer to join CBE’s Policy and Regulatory Affairs Team and to lead on permitting CBE’s DRC projects. The role involves preparing multiple permit and license applications for renewable energy projects primarily in the DRC and other Francophone Africa jurisdictions. The Permitting Officer will ensure that license and permitting applications are well organized and prepared in line with national regulations to meet internal project deadlines. The ideal candidate will be highly organized, proactive, and detail-oriented, with experience engaging Congolese authorities on energy sector matters from a private sector perspective. They will represent CBE in high-stakes meetings with public sector authorities and help ensure the portfolio secures regulatory approval, timely construction milestones, and compliant commissioning. The role reports to the Head of Regulatory Affairs and works closely with the wider Permitting and Regulatory leads.
Primary Responsibilities
* Consistently, accurately, and clearly captures project licensing knowledge and data, and transmits this knowledge to the team through existing tools and procedures in line with reporting deadlines.
* Establish and maintain relationships with Congolese energy permitting officers and regulatory agencies to gather information on permit requirements and develop internal checklists and licensing trackers.
* Provide light-touch updates to documents to meet CBE standards, with input from regulatory, project development, and technical teams as required.
* Support the team to effectively use permit checklists, flagging missing items or non-compliance with requirements.
* Assist in preparing digital application files for license and permit submissions, focusing on francophone African countries.
* Organize CBE’s physical license and permit application files and introduce a system for effective document filing and management.
* Coordinate with CBE’s regulatory affairs network of service providers on invoicing, document certification, and delivery.
* Structure and manage internal knowledge folders and aid the team in running digital project management tools for the Regulatory Affairs team.
* Organize and coordinate site visits between Congolese authorities and CBE's site team.
* Become the first review point for CBE’s consultants and ensure gaps are addressed.
Required qualifications
* Professional fluency in French and English.
* Expert and professional communicator in Microsoft Office Suite (Excel, Word, PowerPoint, etc.).
* 5+ years of related experience in an office environment, ideally in the energy or infrastructure sector in the DRC.
* Bachelor’s degree in a relevant field.
