NTU International A/S is leading a consortium for the preparation of proposal for the EU funded project in SEA Lot 6: Education Sector Public Expenditure Review (PER) in Greenland and is searching for non-key experts to support the core team during the implementation of this project.The overall objective of the Education PER would be to provide evidence-based recommendations for: better fiscal management, efficiently and effectively use of public expenditures to support Greenland’s education sector, improve service delivery).Senior Expert – Public Finance Expert (Category I)Key Responsibilities:Conduct in-depth analysis of budget execution, fiscal policies, and financial oversight mechanisms.Assess the coherence between public expenditure and fiscal policy objectives.Evaluate PFM frameworks, including budgeting procedures, accounting systems, audit practices, and financial reporting.Identify gaps and inefficiencies in public finance systems and propose practical, tailor-made reforms.Provide technical advice to government counterparts and development partners on improving fiscal governance and budget management.Prepare high-quality reports, diagnostics, and policy recommendations.Support institutional capacity building related to PFM.☝️ Qualifications and skills:Master’s degree or higher in Public Finance, Economics, Public Administration, Accounting, or related field.Proficiency in English (C1); Knowledge of Danish or Greenlandic is an asset.☝️ Professional experience:Minimum of 12 years of progressively responsible experience in public finance, including at least 5 years in a senior advisory or technical leadership role.In-depth knowledge of PFM frameworks, fiscal rules, budget execution systems, financial reporting, and public audit procedures.Strong experience in fiscal policy analysis and budgetary performance assessments.Proven ability to work with government institutions and/or international organizations on PFM reform processes.☝️ Preferred Qualifications:Professional certifications (e.g., CPA, ACCA, CIPFA).Experience with public expenditure and financial accountability (PEFA) assessments.Prior work with international financial institutions, donor agencies, or development programs.If you are interested in this opportunity, please apply and upload your CV via LinkedIn or sent to recruitment@ntu.eu.
