* It is hereby announced that, by order of the President of the Polytechnic Institute of Bragança issued on 23/04/2025, upon proposal by the Technical-Scientific Council of the Polytechnic Institute of Bragança, an international competition is open, for a period of 30 (thirty) working days from the date of publication of this Notice in the Diário da República, to fill 1 (one) job in the Scientific Research career, in the category of Assistant Researcher, for the scientific area of "Artificial Intelligence and Data Analysis for Knowledge Generation" (FCT- Tenure Position : 2023.11031.TENURE.004), under an employment contract in public functions for an indefinite period, for the Research Center in Digitalization and Intelligent Robotics (CeDRI) of the Polytechnic Institute of Bragança, under the terms of the Statute of the Scientific Research Career, approved by Decree-Law no. 124/99 of April 20, with the amendments introduced by Law No. 157/99 of September 14 and by Decree-Law No. 373/99 of September 18, within the scope of the FCT Tenure Program – 1st Edition.
* competitive procedure is intended to fill 1 (one) job position provided for in the Staff Map of the Polytechnic Institute of Bragança, in the form of an employment contract in public functions for an indefinite period, ending with the occupation of the job position or, when it cannot be filled, due to the non-existence or insufficiency of candidates to continue the competition.
* In compliance with paragraph h) of article 9 of the Constitution, the Public Administration, as an employer, actively promotes a policy of equal opportunities between men and women in access to employment and professional progression, scrupulously taking steps to avoid any and all forms of discrimination.
* According to Decree-Law No. 29/2001 of 3 February, people with disabilities have preference in cases of equal classification, which prevails over any other legal preference. Candidates must declare on their application form, in addition to the means of communication/expression to be used in the selection process, under oath of honour, their degree of disability, the type of disability, and the means of communication/expression to be used in the selection process, in accordance with the aforementioned legislation.
* Workplace: Research Center for Digitalization and Intelligent Robotics (CeDRI) of the Polytechnic Institute of Bragança.
* Remuneration:Index 195 of the 1st step of the Auxiliary Researcher category, as mentioned in Annex I of the Scientific Research Career Statute, in conjunction with Decree-Law No. 408/89, of November 18, in its current wording.
* Functional content: The functional content corresponds to the category of auxiliary researcher, as set out in points 1 and 4 of article 5 of Decree-Law no. 124/99 of 20 April. The category of auxiliary researcher is characterised by research and development activities and all other scientific and technical activities falling within the missions of the respective institutions:

a) Participate in the design, development and execution of research and development projects and in related scientific and technical activities;

b) Guide the work carried out within the scope of the projects under their responsibility;

c) Collaborate in the development of training actions within the scope of research and development methodology;

d) Monitor the research work carried out by scholarship holders, research interns and research assistants and participate in their training;

e) Guide and participate in the institution’s training programs.

* Composition of the jury - According to Order No. 5037/2025, published in the Official Gazette, 2nd series, No. 82, of April 29, the composition of the jury is as follows:

President: Paulo Jorge Pinto Leitão, Principal Coordinating Professor at the Higher School of Technology and Management of the Polytechnic Institute of Bragança.

Pedro Manuel Rangel Santos Henriques, Full Professor at the School of Engineering of the University of Minho;

Ana Maria Marques de Moura Gomes Viana, Coordinating Professor at the Higher Institute of Engineering of the Polytechnic Institute of Porto;

* Admission requirements:
* General requirements under article 17 of the General Law on Employment in Public Functions (LTFP), approved in the annex to Law no. 35/2014, of June 20, in its current wording: be 18 years of age or older on the date of the end of the deadline for submitting applications; not be disqualified from performing public functions or prohibited from performing the public functions that one proposes to perform; have the physical strength and psychological profile essential to the performance of the functions and have complied with the laws on mandatory vaccination.
* Special requirements: those defined in article 10 of Decree-Law no. 124/99, of 20 April, more specifically, can only be admitted:
* Candidates who hold a doctorate degree in the scientific area of Electrical and Computer Engineering, Computer Engineering or related areas, or, although from a different area, have a relevant scientific curriculum in that area;
* Auxiliary researchers from another institution, from the scientific area of the competition or from scientific areas considered by the Scientific Council as related, and also those who, although from a different area, have a relevant scientific curriculum in that area.
* Competition Procedure Program Contract — FCT-TENURE 1st edition, the researcher to be hired must attest that he/she does not hold an employment relationship for an indefinite period in the careers of Scientific Research, University Teaching and Teaching in Polytechnic Higher Education, and/or without a term in national institutions not covered by the Career Statutes and must also attest to having enjoyed a fixed-term contract or grant, such as a doctorate, in an institution of the National Science and Technology System .
* Formalization ofapplications:
* Deadline: 30 (thirty) working days from the date of publication of this notice in the Official Gazette.
* Form: Applications must be formalized through the IPB application submission portal ( https://concursos.ipb.pt ), and must be accompanied by the following elements:
* Request addressed to the President of the Polytechnic Institute of Bragança;
* curriculum vitae, from the last 5 years (since January 2020), highlighting the candidate's scientific work, organized in accordance with Annex I;
* Copy of qualification certificates. If the doctorate was awarded by a foreign higher education institution, it must comply with the provisions of Decree-Law No. 66/2018, of August 16;
* Proof of work and professional experience mentioned in the Curriculum Vitae, organized in accordance with Annex I;
* Career development plan, in which candidates demonstrate the coherence of their career path in the scientific area of “Artificial Intelligence and Data Analysis for Knowledge Generation” and present a proposal for a scientific development plan, over a period of 5 (five) years, in this scientific area, with the aim of promoting research activities, attracting funding and technology transfer. The career development plan document must comply with the maximum limit of 15 thousand characters (including spaces);
* Document, with a maximum of 5000 characters, highlighting ten contributions (scientific productions, projects, and/or other scientific activities) that best describe your career and research experience during the period under evaluation, indicating, for each of them, the role played and the impact on the advancement of knowledge in the respective scientific area;
* Any other documents that candidates consider relevant for the assessment of theirmerit.

11.2.1 Documents must be submitted in Portuguese or English. If they are in other languages, a certified translation into Portuguese or English must be submitted.

* Applications that are not duly completed or do not meet the formal criteria for admission to the competition, as defined in current legislation and in this notice, will not be accepted. Submission of the required documentation after the stipulated deadline will also result in non-admission to the competition.
* The application may be accepted if the candidate presents, at the time of application, a document proving that he/she has requested the scientific council of the respective institution to consider, for the purposes of the competition, the qualification held as a qualification in a scientific area related to that for which the competition is open or the length of service provided.inareascientificashavingbeenprovidedinareascientificakinof thatfor which the competition is open.
* Watchto thejurythefacultyofrequireto thecandidates,incaseofdoubt,thepresentation of documents proving theirstatements.
* Any false statements made will be punished in accordance with the law.
* Selection Methods: Approval on absolute merit and evaluation of the candidates' curriculum vitae and scientific work.
* Approval on absolute merit is based on the classification of the contributions presented by the candidate in terms of overall scientific, technical and professional performance, as well as performance in other activities relevant to the mission of the institution and their classification in the scientific area or areas of the competition and which reach the qualitative level compatible with the category for which the competition is intended. To this end, candidates must submit a document, with a maximum of 5000 characters, in which they highlight ten contributions (scientific productions, projects, and/or other activities) that best describe their career and research experience during the period under evaluation. For each of these, the candidate must indicate the role played and the impact on the advancement of knowledge in the respective scientific area.
* The following criteria and parameters are considered and weighted for the evaluation of the scientific and curricular path and scientific work of candidates:

A. Quality of scientific and technical work and professional experience and training: 40%.

B. Coordination and participation in research projects: 20%.

C. Scientific guidance and pedagogical activities: 15%.

D. Provision of services to the community, technology transfer, and participation in management bodies: 15%.

* The assessment referred to in point 14.2 may be supplemented by an interview with the candidates, whenever the selection panel so decides. The interview does not constitute a selection method and is not classified, aiming to obtain clarifications or explanations of elements contained in the candidates' CVs.
* Assessment on absolute merit: The Jury deliberates on approval on absolute merit through nominal vote, based on compliance or non-compliance with the requirements set out in point 14.1, and by an absolute majority of favorable votes among the members present at the meeting.

Methodology for evaluating criteria and evaluation parameters:

The evaluation will focus exclusively on the relevance, quality and timeliness of the work developed in the last five years (since January 2020), except in legally admissible situations, at the candidate's request, in which it will be extended for the corresponding period. Each member of the jury must submit a document with the evaluation of the candidates according to the approved criteria, consequently defining a proposal for ranking the candidates in descending order of their merit, based on the weighted sum of the scores attributed to the evaluation parameters, on a scale of 0-100 (with 0 being the minimum and 100 the maximum) or converted to a scale of 0-20 (with 0 being the minimum and 20 the maximum).

Each member of the jury initially votes for first place, then for second place and so on, until all candidates admitted to the competition and previously approved on absolute merit have been ranked. To this end, the candidate to be ranked in each position must obtain more than half of the votes. If this does not happen, the candidates who received zero votes are removed and the candidate with the fewest votes is eliminated. If there is a tie between the candidates with the fewest votes, a vote is held on who should be eliminated. After this, a vote is held among the remaining candidates, until one candidate obtains more than half of the votes.

Once the evaluation and ranking criteria have been applied, the jury will draw up a single list ranking the candidates.

When preparing the list of each member of the jury, in the event of a tie, the candidate who presents a curriculum considered most consistent in the activities developed, and the best classification in the career development plan for the scientific area of “Artificial Intelligence and Data Analysis for Knowledge Generation” as a whole, will be selected, taking into account the mission of the Institution.

Final classification system – The final classification (CF) is determined using the following formula:

A - Quality of scientific and technical work and professional experience and training;

B - Coordination and participation in research projects;

C - Scientific guidance and pedagogical activities;

D - Provision of services to the community, technology transfer, and participation in management bodies

* The President of the jury will only vote in the event of a tie, unless he is a researcher or professor in the scientific area in which the competition was opened, in which case, if the jury operates with an even number of members, he will have a casting vote.
* Minutes are drawn up for each jury meeting, containing a summary of everything that occurred therein, indicating, in particular, the date and place of the meeting, the members present, the issues considered, the decisions taken and their grounds and the form and result of the respective votes, and are signed by all members present at the respective meeting.
* Notification of the lists of admitted and excluded candidates and the final ranking: The list of admitted and excluded candidates and the final ranking list will be notified to all candidates by email.
* Publication of the final ranking list of candidates: the final ranking list of candidates, after approval, is published in the 2nd series of the Official Gazette, posted at the Central Services of the Polytechnic Institute of Bragança and made available on its competitions portal, at https://concursos.ipb.pt .
