Director, Public Policy Iberia
Role overview
The Director Public Policy, Iberia will be responsible for the day-to-day management and maintenance of the relationships between Mastercard and politicians, regulators, government officials and key third party stakeholders in the Iberia region. The role covers domestic and EU matters relevant to Mastercard. The Director will oversee the logistical running of the department, manage day-to-day relationships with consultancy support and other suppliers, and produce thought leadership and engagement strategies for Spain and Portugal. The Director will maintain open communication with wider Mastercard Public Policy colleagues to ensure consistent messaging and stakeholder management. The Director Public Policy, Iberia will contribute to the creation and implementation of Mastercard’s Public Policy strategy in this area, while supporting the multi-rail vision (cards and account-to-account payment solutions). Oversight of the Iberia Public Policy department
* Reporting to the Director, Public Policy, Western Europe; oversee all public policy activity across the Spanish and Portuguese markets ensuring alignment with Public Policy, Legal Franchise & Integrity and wider business objectives.
* Support the Spanish and Portuguese Country Managers and teams in protecting and growing the business; ensure the Country Management team are regularly briefed and supportive of activity.
Responsibilities
* Development of policy positions: Work with Public Policy colleagues and internal stakeholders to develop proactive and reactive policy positions on a broad range of issues.
* Manage the production of research and drafting of responses to consultations and inquiries, bringing in cross-business expertise as required.
* Manage the production of proactive thought leadership and briefing papers in support of the business.
* Collaborate with trusted third parties to develop thought leadership platforms where appropriate.
* Represent Mastercard amongst the stakeholder community: Participate in relevant working groups, trade associations and other activities in Spain and Portugal; strengthen relationships with stakeholder community.
* Manage the day-to-day running of the Public Policy team’s external engagement programs: Identify opportunities to project Mastercard’s views to external stakeholders via media, thought leadership, events and targeted programs. Oversee development of a comprehensive stakeholder engagement database for Iberia in coordination with consultancy support and broader Mastercard business. Ensure regular briefing notes and records are kept and communicated to internal business areas.
* Support proactive and reactive communication of Mastercard’s views to external stakeholders: Organize public policy events and engagement programs; develop high-quality materials and messages; identify further engagement opportunities; prepare internal briefing materials in advance of stakeholder meetings.
* Support communication of intelligence, analysis and activity to internal audiences: Produce briefings on key political announcements; attend internal briefings and meetings; deliver monitoring/intelligence services and share timely with internal teams.
* Manage resources: Oversee day-to-day relationship with external consultancy providers; review services regularly for relevance and value; evaluate new ways of working.
Communication
* Fluency in Spanish, Portuguese and English (oral and written).
* Strong written communication skills; high-quality written work for different audiences.
* Strong verbal communication, presentation and influencing skills; comfortable engaging with senior internal and external stakeholders.
Knowledge & Experience
* Experience in public policy/public affairs/government relations in a consultancy/agency, in-house or trade association.
* Knowledge of the political and legislative processes in the EU and Spain & Portugal.
* Experience developing internal positions and responses to external stimuli (e.g., government policy); ability to manage competing demands and meet tight deadlines; excellent attention to detail.
Desirable
* Experience with Government or a regulatory authority (financial services or economic regulator).
* Knowledge of public policy issues in payments/cards, Fintech or banking sectors.
* Knowledge of the political and legislative process in Spain and Portugal.
* Detailed knowledge of Spanish and Portuguese payment services.
* Experience working with EU-level or other international political institutions.
