About the position

By decision of the Board of Directors of the Instituto de Telecomunicações, taken at its meeting on March 31, 2025, the opening of an international selection competition for a PhD position was approved to strengthen the competencies of the Organic Electronics Group of the Instituto de Telecomunicações – Lisboa Pole, within the scope of the Laboratório Associado, com a ref.ª LA/P/0109/2020 - DOI 10.54499/LA/P/0109/2020 (https://doi.org/10.54499/LA/P/0109/2020 ) under an open-ended employ-ment contract under the Portuguese Labor Code, aiming at the performance of scientific research functions. The role is to foster the development of the interfacial area between organic (opto)electronics and biology aiming for medical applications: tissue engineering, sensors, drug delivery and electrical, photonic and magnetic stimulation of cells and tissues, by mastering the materials development and their interaction with human cells, tissues and fluids.

The candidate must have a strong background in electrical, optical and magnetic properties of materials; biocompatible and or bioresorbable materials for stem cell stimulation; cells culture and characterization; conducting materials and bioresorbable devices, namely light-emitting diodes.

Instituto de Telecomunicações (IT) www.it.pt, established in 1992, is one the reference institutions in Portugal, working in Communications and Information Technologies (ICT). With 200+ integrated researchers holding a PhD degree and hosting the research work of 200+ PhD students and 200+ master students, IT has a solid multidisciplinary team, addressing cutting edge topics in ICT, from fundamental to applied research in Wireless Technologies, Optical Technologies, Information and Data Science, Networks and Services, and Basic Sciences and Enabling Technologies.

Research activities are supported by advanced laboratories and are carried out in collaboration with more than 250 international Labs and Institutions. IT is evaluated regularly by an International Panel appointed by the Portuguese Science Foundation and earned the statute of State Laboratory in 1992.

Candidate's Evaluation

Selection will be based on the candidate's scientific and curricular evaluation.

The scientific and curricular career evaluation is based on the relevance, quality, and up-to-datedness:

- of scientific, technological production in the past five years, deemed most relevant by the candidate;
- of research activities, applied or based on practical work, developed in the last five years, deemed most impactful by the candidate;
- of knowledge extension and dissemination activities developed in the last five years, namely under the scope of the promotion of culture and scientific practices, deemed most relevant by the candidate;
- of the supervision of graduate and post-graduate students;
- of the demonstrated experience of raising research funds, namely, through successful proposals and management of research and development projects;
- of the activities of management of science, technology, and innovation programmes, in Portugal or abroad.
- of the knowledge transfer
- of the Scientific Project
- The five-year period mentioned above may be extended by the panel, if requested by the candidate, whenever the suspension of scientific activities is justified on socially protected grounds like paternity leave, long-term serious illness, and other legal situations of unavailability to work.

The evaluation of the scientific and curricular career has two components, namely:

- The assessment of the curriculum vitae and other presented documentation, with relevance to the contributions considered most relevant by the candidate in the past five years. This component of the evaluation is expressed in a scale of 0 to 20, taking into consideration:
- The scientific production of the candidate, namely articles in peer-reviewed journals (indexed in Journal Citation Report of Clarivate's Web of Science) ) and proceedings of international conferences. The jury will assess the scientific production taking into consideration the quality of the submitted items and their relevance to the field of the present call;
- Depth of knowledge in the field, and scientific and technical expertise to carry out the functions described in the position description above:
- Interview of the candidate:

Candidates with a classification below 14 in the curricular evaluation are eliminated.

For those with 14 or higher in the previous component, shall make a public presentation of the results of their scientific activity and future perspectives. Subsequently, members of the evaluation panel shall stimulate an open debate with the candidate.

The evaluation of the presentation is expressed in a scale of 0 to 20 and should consider the candidate's scientific knowledge in the area of the contest, capacity of communication, and answers to questions placed by the members of the evaluation panel.

In case a candidate grossly fails to demonstrate a match between the interview and the skills declared in the curricular documents, including fluency in the English language, the candidate will be eliminated independently of the grade obtained in the curricular analysis.

Each panel member's score is obtained by assigning a weighing factor to the following criteria:

C1 (90%)

Curriculum vitae/Academic evaluation and suitability of the candidates' profile to the project based on admission requirements and relevant work experience in the tasks described in the work plan.

C2 (10%)

Interview

Candidates may be interviewed for clarification of any aspect related to the above criteria.

Each criterion, and the final classification F will be evaluated in a scale (0-20). Candidates will be ordered according to:

F = C1 x 90% + C2 x 10%

In case of a tie, the tied candidates will be ordered according to C1, then C2...

- The candidates' final classification shall be given based on a numerical scale from 0 to 20.
- The panel shall deliberate by roll-call vote, justified under the above selection criteria, with no abstentions allowed.
- After applying the selection criteria, the panel will prepare a sorted list of approved candidates with their classification. The Jury has the right to not admit any of the candidates that applied for this position whenever they consider that no candidate meets the minimum requirements for the position.
- Minutes of panel meetings shall be written and shall include a summary of all occurrences, all votes cast by the members and respective reasoning, and shall be provided to candidates whenever required.

The panel's final decision shall be validated by the leader of the institution, who is also in charge of deciding about hiring.

Communication of the results

Panel's final decisions are disclosed within a maximum period of 90 days.

Candidates will be notified of the final result by e-mail, at the address that was used to register the application.

If necessary, candidates have 10 workdays to file an appeal by e-mail. Appeals are accepted only from the e-mail address registered in the candidate's application, with explicit indication of the position Internal Reference Number that is provided in the result notification.

The selected candidate shall have 4 workdays after the final result notification, to formally accept the position, using the provided link. Failure to receive the notification may imply reassignment of the position to another candidate.
