Job Title: Human Resources Management Technician
Location: Nelas, Viseu, Portugal
Reports to: Human Resources Management / People Management
Department: Human Resources

Overall Purpose:

The Human Resources Management Technician (HRM) is responsible for ensuring the efficiency, accuracy, and compliance of all HR administrative processes, guaranteeing adherence to legal and regulatory requirements, as well as providing operational support to people management.

This role actively contributes to the organization and development of human capital through administrative management, training coordination, support for funded projects, and the production of relevant information to support strategic decision-making. The role is also expected to play an active part in the continuous improvement of processes, promoting critical analysis, process redesign, and the automation of administrative tasks, with a strong focus on efficiency, reliability, and value creation for the organization.

Key Responsibilities:

1. Administrative Management and Official Communications

* Ensure regular and timely communication with external entities, namely Social Security, Tax Authority, ACT (Authority for Working Conditions), and other official bodies.
* Prepare, submit, and monitor legal and tax declarations (IRS, withholding tax, DMR, among others).
* Manage national and international secondment processes, ensuring compliance with legal requirements, obtaining visas/permits where applicable, and monitoring the legal status of seconded employees.
* Ensure proper organization, filing, and updating of individual employee records.

2. Working Time Management and Payroll Processing

* Prepare and validate information for payroll processing (overtime, night work, absences, holidays, leave, and other allowances).
* Monitor and control working time accounts, flexible schedules, time compensation, and absenteeism.
* Liaise with external providers or internal departments responsible for payroll processing.

3. Occupational Health, Safety, and Well-being

* Coordinate pre-employment, periodic, and ad-hoc medical examinations.
* Ensure compliance with Occupational Health and Safety legislation.
* Support initiatives promoting well-being, occupational health, and the prevention of professional risks.

4. Recruitment and Onboarding (Blue-Collar Roles)

* Support recruitment processes for operational roles, from job posting to selection and hiring.
* Conduct CV screening, initial interviews, and support onboarding processes.
* Manage temporary employment contracts in coordination with temporary work agencies.
* Monitor the integration, attendance, and legal compliance of temporary and operational workers.

5. Training and Development Management

* Identify training needs in collaboration with internal departments.
* Plan, organize, and monitor internal and external training initiatives.
* Ensure accurate records of mandatory and continuous training (legally required training hours).
* Manage training platforms and records, as well as certificates and reports.
* Support initiatives aimed at skills development and employee qualification.

6. Funded Project Management

* Support the application, execution, and administrative follow-up of funded projects (e.g., funded training, employment support programs).
* Ensure proper collection and organization of documentation required by funding entities.
* Monitor deadlines, performance indicators, and reporting obligations.
* Liaise with external entities, consultants, and funding bodies.

7. HR Indicators, Reporting, and Data Analysis

* Monitor HR indicators (absenteeism, turnover, overtime, working time accounts, training).
* Analyze sociodemographic data of the active workforce (age, gender, seniority, contract type).
* Prepare management reports to support strategic decision-making.

8. Legal Compliance and Audits

* Ensure compliance with labor, social security, and data protection legislation (GDPR).
* Support internal and external audits, ensuring documentary and procedural compliance.
* Monitor legislative changes impacting people management.

9. Contract Management and Employee Lifecycle

* Support the preparation and management of employment contracts, amendments, and mandatory communications.
* Monitor processes related to onboarding, internal mobility, contractual changes, and contract termination.
* Ensure a positive administrative experience throughout the entire employee lifecycle.

10. Human Resources Information Systems

* Ensure data accuracy, reliability, and confidentiality within HR information systems.

Requirements:

* Degree in Human Resources Management or a related field.
* Experience in HR roles with a strong operational component, including administrative management and people process support.
* Solid knowledge of labor legislation and social security regulations.
* Experience using HR information systems.
* Proficiency in Microsoft Office tools, particularly Excel; knowledge of Power BI is an advantage.
* Strong analytical skills and interest in process automation, review, and optimization, with a focus on efficiency, reliability, and continuous improvement.
* Ability to work under deadlines, ensuring accuracy, confidentiality, and organization.
* Good command of English (preferred).
* Experience in industrial or operational environments is an advantage.
