Inspector (9168) Opening Date: 02/16/2026Closing Date: 02/23/2026Job Grade: SAM 41Salary Range: 93,080.00-116,350.00Overall Description The Inspector will further the mission of the Office of Inspector General (OIG) to root out fraud, waste, and abuse throughout SEPTA. They will be part of a team of approximately 7 investigators covering SEPTA's mission in public transportation, respond to complaints and allegations against employees, vendors, and contractors, and efficiently plan, conduct, and resolve investigations. The Inspector will directly report to the Director of Investigations and work under the overall leadership of the Inspector General.Specific ResponsibilitiesManage a caseload of investigations, criminal, civil, and administrative, ensuring thorough, timely, and efficient disposition of matters.Plan and conduct multiple investigations concurrently, multi-task, identify priorities, maintain case progress, and conclude investigations on time.Handle special projects pertinent to the OIG, including serving on committees (intern, social/holiday, hiring, Integrity Officer), working jointly with auditors, responding to hotline tips and complaints, and other assignments such as the OIG website and Annual Report.Interviews:Conduct interviews of witnesses, employees, vendors, and contractors in various locations; deliver comprehensive, impartial reports within 5 days, and assist other investigators as needed.Physical Surveillance:Create surveillance plans, conduct stationary or mobile surveillance, log time and photographs, and document evidence.Drafting and Execution of Arrests/Search Warrants:Draft affidavits, conduct arrests and searches with required physical exertion, and ensure probable cause is documented.Drafting and Serving Subpoenas:Draft subpoenas per SEPTA legal guidelines, serve in person when feasible, log documents, and review them.Partnering with Auditors/Compliance Personnel:Work jointly with auditors and compliance staff on relevant matters.Review of Records:Analyze business, public, financial, and SEPTA records, access online databases, and summarize findings in coherent reports.Investigative Reports:Draft interim and final reports or memoranda for senior management, employees, vendors, the public, and media, following the OIG template.Discipline ResponsibilitiesInventory Counts:Conduct counts at SEPTA locations or commercial businesses; require physical exertion.Administrative Duties:Respond to performance reviews, timesheets, monthly reports; participate in team meetings; mentor detectives and interns; review reports for quality.Green Book Compliance:Adhere to Principles and Standards for OIG, attend trainings, and complete CPEs.Liaison with Law Enforcement and SEPTA Departments:Build relationships, work with task forces, attend joint training.Outreach:Provide proactive training to SEPTA employees about OIG functions and fraud deterrence.Supervision of Detectives:Review and edit detective reports and provide constructive feedback.Supervision of Co‐Op Student Interns:Mentor, assign projects, review work, and evaluate performance.Supervision of Hotline Intake:Oversee intake from phone, walk‐ins, and OIG webpage; analyze complaints and assign investigations.Oversee Forensic/Technical Program:Manage technical equipment, attend trainings, and support investigative technology.Delegation Authority:Take decision‐making authority in absence of Inspector General or Director of Investigations.Case Strategy:Independently determine investigative strategy, interview priorities, records to obtain, and surveillance needs.Communicate effectively, written and verbal, with senior management, co‐workers, and external stakeholders; respond promptly.Perform additional duties and special assignments as requested.Work primarily in the office.Knowledge of criminal laws related to fraud, corruption, integrity, and violent offenses.Maintain excellent physical condition and emotional stability.Qualifications and ExperienceBachelor's Degree required (waived for candidates with over 20 years' experience as a sworn investigative officer).Minimum 10 years federal law enforcement experience in white‐collar financial crimes, public corruption, and violent crime.Appreciation for public transportation mission.Valid driver's license.Valid PA License to Carry Firearms or PA Retired Law Enforcement Officer Qualification Card.Strong physical condition.Expertise in investigative techniques, including public sources, online databases, bank records, video, and electronic evidence.Extensive interview and interrogation experience.Excellent written and verbal communication;
