Job Description
- Project Management, including:
- Project Initialization
- Project Start Up Activities
- Project Initialise work
- Project Requirements baselining
- Establish or update the project baseline
- Project Launch Review (Baseline Review)
- Formalise the composition and the appointment of the project team and of people in the contributing departments
- Validate the PMP and associated documents (WBS, OBS, schedule, budget allocations, etc.)
- Confirm Project Category and associated controls
- Establish the status of the make/buy decisions
- Validate the Industrial scenario
- Confirm and validate the contributions of departments, partners, subcontractors and suppliers against the requirements conformity matrix, performance, cost and schedule
- Validate the estimated financial position at completion, as a reference for the contract
- Approve the Risk and Opportunity Register including the plans for handling the risks, drawn up in accordance with the "Risk and Opportunity Management" procedure.
- Prepare the Integrated Baseline Review (IBR) if requested by the Customer in the contract.
- Project Execution, monitoring and controlling
- Start the project work packages
- Control the project and manage risks and opportunities
- Control requirements, costs and schedule
- Manage Project Acquisition
- Manage Project Quality Assurance
- Manage relations with the Customer
- Management of legal and contractual requirements including handling disputes
- Project reviews and phase reviews
- Progress reporting and progress review meetings
- Presentation of the deliverables to the customer for acceptance Review
- Delivery and invoicing of project deliverables
- Capture of Project Lesson Learnt
- Project Closure review
Technical & Professional Skills
- Core Project Management knowledge and skills
- Application of resource management, project planning and management methods
- Understanding of project lifecycle, from requirements to preliminary and detailed design phases, development, integration, verification and validation, down to test and commissioning and acceptance of a railway solution (Signalling and Telecommunications)
- Good knowledge of railway industry organisation structures, standards, workflows, operating procedures and terminology
- Multicultural environment teamwork experience
- Team management skills and team motivation skills
- Strong leadership qualities
- Strong organisational skills, detail oriented and the ability to handle multiple priorities
- Good communication skills and the ability to manage multiple tasks efficiently and work productively in a fast-paced, team-oriented environment
- Good problem solving skills with experience of developing & implementing customer focused solutions and resolving high level operational challenges
- Experience in managing senior staff
- English and French (recommended) communication skills
Education And Qualifications
- Electrotechnical Engineer Degree
- Member of the Portuguese Engineering Association ("Ordem dos Engenheiros" or "Ordem dos Engenheiros Técnicos)
- Experience in business of ground transportation project management (recommended)
- IPMA level C certification or above (recommended).
