Airport Human Resources Business Partner Under administrative direction, the person is responsible for planning and administering a specific project or program for a City department.
The role serves as the administrative supervisor, plans, assigns, supervises, and reviews activities of subordinate personnel.
It monitors the project or program's operating budget, assists in annual budgeting, designs and implements procedures for program evaluation, secures commitments from other City departments and agencies, provides technical assistance, maintains current information, oversees preparation of project status reports, prepares financial and narrative reports, and communicates status to municipal officials.
The person may supervise employees assigned to the project and performs related duties as needed.
Examples of Duties Responsible for planning and administering projects or programs, supervising subordinates, monitoring budgets, developing procedures, securing commitments, and ensuring compliance with policies and reporting requirements.
Supports airport operations and daily tasks as required.
Minimum Qualifications Bachelor's Degree from an accredited four-year college or university in Business, Public Administration, Social Sciences, or closely related field preferred.
Two (2) years of any equivalent combination of education, training and experience in program administration required.
Must be able to lift and carry thirty (30) pounds.
Valid State of Ohio Driver's License required.
Additional Requirements Must successfully complete a Transportation Security Administration (TSA) 10-year fingerprint-based Criminal History Records Check and employment background check.
Must be able to pass a pre-employment physical and drug test.
On-site presence at CLE is required to support airport operations and daily tasks.
Preferred Qualifications SHRM-Senior Certified Professional (SHRM-SCP) or SHRM-Certified Professional (SHRM-CP) certification.
Minimum of 5 years of prior experience supporting labor relations, employee discipline, investigations, or hearings within a public-sector or highly regulated environment.
A bachelor's degree in human resources or closely related field;
one year of pertinent experience may substitute for each year of college education lacking.
Minimum of 5 years full-time, paid experience in human resources.
Strong critical thinking and analytics skills, with the ability to identify process inefficiencies and implement effective solutions.
Excellent written and verbal communication skills.
Experience supporting talent acquisition, workforce planning, or organizational development.
Experience working in a unionized environment and leading teams.
Strong leadership, project management, and interpersonal abilities.
Proven ability to perform effectively under pressure and manage multiple priorities.
Duties & Responsibilities The Human Resources Business Partner serves as a strategic partner and operational leader, overseeing labor relations, employee relations, and human resources functions to ensure alignment with organizational goals and compliance with City of Cleveland, Civil Service, EEO, and union contract requirements.
The HR Business Partner collaborates closely with leadership and the Human Resources Committee on complex employee relations issues and acts as a trusted change agent.
Labor Relations & Policy Management Interprets and ensures compliance with City of Cleveland, Civil Service, and EEO standards, rules, regulations, and union contract language.
Conducts investigations and responds to employee complaints and grievances.
Consults with the Human Resources Committee on issues relating to employee relations or disciplinary actions of a more complex nature.
Recruitment & Retention Oversees all aspects of the talent acquisition process, researches, develops, and implements effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent.
Actively recruits, interviews, hires, and onboards new employees following City of Cleveland, Civil Service, and DPC policies and procedures.
Schedules interviews and oversees preparation of interview questions and other hiring and selection materials.
Develops and implements airport onboarding programs, performing analysis for time to fill, time to hire, retention, and diversity metrics.
Organizational Effectiveness Acts as a change agent that drives a culture shift, influencing change to the organization's way of working and thinking to grow the airport business and people.
Oversees human resource functions to ensure alignment with business strategy.
Shapes business strategy through analysis, defining organizational capabilities, and delivering HR practices to support strategy.
