NTU International A/Sis leading a consortium for the implementation of the EIB funded project called:Guimarães Public Transport Decarbonisation (CNC – PT)and is searching for experts to support the core team during the implementation of this project.Theoverarching objectiveof this assignment is to deliver advisory support for the development of the Guimaraes Municipality Bus Rapid Transit and Sustainable Urban mobility plan projects, in an integrated and coordinated manner, aiming at accelerating the decarbonisation of the transport system in the Municipality.Location : Guimaraes, Portugal
Duration : The intended start date isFebruary 2026and the services shall be provided for a period of20 monthsfrom this date.Key Expert: Transport Economist Lead (Cat. I) Qualifications and skills:
At least a Bachelor's Degree in economics, finance, engineering, transport planning or related field ( Minimum requirement ).
Working command of English language (CEFR C1) ( Minimum requirement ).
Working command of Portuguese language ( Minimum requirement ). General professional experience:
At least 15 years' experience in the transport sector ( Minimum requirement ). Specific professional experience:
At least 12 years of advisory or delivery experience on urban transport infrastructure and services projects ( Minimum requirement ).
Specific knowledge and experience in the preparation of CBA analyses for public transport projects, as demonstrated by the expert's involvement in at least 5 different projects of the kind in the expert's CV ( Minimum requirement ).
Specific knowledge and experience in the preparation of financial models for public transport projects, as demonstrated by the expert's involvement in at least 5 different projects of the kind in the expert's CV ( Minimum requirement ).
Knowledge and experience in the preparation of public transport contracts will be considered anasset.
Knowledge and experience in planning, preparing, procuring, contracting and delivering public transport projects (including infrastructure and/or services) under PPP models will be considered anasset.
