Under the terms of the provisions of articles 3, 9-A, 15, 15-A and 29-B of the Career Statutes for Teaching Staff in Higher Polytechnic Education (ECPDESP), sanctioned by Decree-Law No. 185/81, of 1 July, in the wording of Decree-Law No. 207/2009 of 31 August (which republished it), and by Law No. 7/2010, of 13 May, together with Order No. 1979/2010, published in the Diário da República, Series II, No. 19, of 28 January, amended through Amendment Declaration no. 244/2010, published in the Diário da República, series II, no. 26, of 8 February, which sanctioned the Regulations for Applications for the Recruitment of Teaching Staff for the Lisbon Polytechnic Institute (IPL), it is hereby made public, by dispatch of the President of the Lisbon Polytechnic Institute, of 22.11.2024 March 1, under the powers provided for in paragraph d), no.1, article 92 of Law no. 62/2007 of 10 September, and paragraph d), no.1, article 26 of Normative Dispatch No. 20/2009, of 13 May, published in the Diário da República, Series II, No. 98 of 21 May, that, for a period of 30 working days as from the publication of this public notice in the Diário da República, applications are now invited for the purpose of filling one teaching vacancy scheduled for 2025 at the Higher School of Health of the Lisbon Polytechnic Institute.

* Type of Selection Process — Document Based.
* Category — Main Coordinating Professor.
* Scientific area ―Environmental Health.
* Time period - The selection process ends once the vacancies contained in the public notice have been filled, as provided for in article 38 of Order no. 1979/2010, of 28 January.
* Functional content – The provisions of no.5, article 3 of the ECPDESP in conjunction with article 9-A of the ECPDESP.
* Applicable form of legal relationship — Public service employment contract for an indefinite period, in accordance with no.5, article 9 of the ECPDESP.
* Admission Requirements – Applicants who meet the conditions set out in Article 9-A(3) of the ECPDESP, holders of a doctoral degree for more than five years, who also hold the title of aggregate or legally equivalent title, in the subject area in question (Environmental Health).
* Applications — Formal applications should be submitted to the President of the IPL via the following e-mail address:recursoshumanos@estesl.ipl.pt .
* Application requirements — Submission of the following information is mandatory: full name; parents' names; date and place of birth; number and date of identification document and issuing authority; home address and telephone number; marital status; academic qualifications and final grade; professional category and position currently held; identification of the position the candidate is applying for and of the Diário da República in which the present proclamation was published; as well as any other information deemed relevant in order to assess the suitability of the interested parties.
* Documents to be submitted together with the application:
* Criminal record certificate;
* Medical certificate confirming the candidate’s physical condition and psychological profile to perform public service, issued by a practising doctor;
* Compulsory vaccination record, duly updated;
* Documents proving that the candidate meets the legal provisions stipulated in paragraph 7 of this public notice;
* Detailed Curriculum Vitae, dated and signed by the applicant;
* Supporting documentation referred to in the Curriculum Vitae ;
* Complete list of all documentation submitted.
* Whenever appropriate, the jury reserves the right to request further documentation related to the curriculum vitae submitted.
* Exemption from the submission of documents – Exemption from the submission of the documents mentioned in b), c) and d) of the previous paragraph may be granted to applicants who declare in their application, under separate headings and on their word of honour, their exact situation with respect to the content of each of these items.
* Information to be provided in the curriculum vitae:
* Academic qualifications (degrees, grades, dates and institutions where they were obtained);
* Other official graduate and post-graduate courses, with an indication of the grades, dates and institutions where they were obtained;
* Training and professional experience;
* Participation in research and innovation projects, seminars and other meetings of a similar nature (the information provided will be used to assess the candidate’s levels of intervention and responsibility, as well as the end results of such initiatives);
* Technical and didactic research work undertaken in the area in question (the information provided shall enable the assessment of skills through an analysis of the quality of the work done);
* Work published in the area in question (the information provided should allow for the assessment of skills, through an analysis of the quality of the work done);
* Other relevant experience for the present application;
* The preparation of the curriculum vitae must be guided by a justifying description that highlights the coherence of the components under evaluation;
* The curriculum vitae must be organised according to the criteria and order established in the following paragraph.
* Selection criteria and classification of candidates – In compliance with the terms of Article 15-A and 23 of the ECPDESP and Article 26 of Order no.1979/2010, published in Diário da República, Series II, No. 19 of 28 January, amended by Amendment Declaration No 244/2010, published in the Diário da República, Series II, No. 26 of 8 February, the Jury approved the following parameters, criteria and considerations, in view of the evaluation and shortlisting of candidates, and their curriculum vitae must be organised in accordance with them.

a) Number of citations in indexed journals, using the WoS as a reference and excluding the actual citations.

a) Responsible for national research and development projects.

a) 0.3 each project (0.1 each year) - The existence of a prior selection process in its allocation, the amount of funding and the duration will be considered, taking as reference a 36-month project at FCT.

b) 0.09 (0.03 each year) The same scoring criteria described in a) will be used, additionally considering the applicant's degree of involvement in the project.

c) 0.6 each project (0.2 each year). The same scoring criteria described in a) will be used, taking as a reference projects financed by the European Union/Commission.

d) 0.18 each project (0.03 each year). The same scoring criteria described in c) will be used, additionally considering the applicant's degree of involvement in the project.

a) 1 each patent or prototype - Only cases with completed registration and approval processes will be considered.

b) 0.3 each action. The duration of the action and the amount of funding involved, where applicable, will be considered.

a) Participation as a guest speaker at congresses, conferences and seminars of a scientific nature. The relevance of the action and its international dissemination will be taken into account.

b) Oral communications, considering the existence of scientific arbitration, the relevance of the conference and its international dissemination.

c) Poster communications, considering the existence of scientific arbitration, the relevance of the conference and its international dissemination.

d) Organisation of congresses, conferences and seminars. The relevance of the action and its international dissemination will be considered.

c) Integrated member of an FCT research centre, in the scientific area of the selection process, with a rating of Good or Higher

* Jury – By order of the Acting President of the Lisbon Polytechnic Institute, dated 22-11-2024,under the terms of no.1, Article 27 of the IPL Statutes and Article 42 of the CPA, published by Order no. 14118/2024, in the Diário da República, Series II, no. 231, of 28-11-2024, the jury will have the following composition:

President:

Mr. Rui Miguel Duque de Brito, the Senior Coordinating Professor at the Lisbon School of Health, Polytechnic Institute of Lisbon.

Permanent Members:

Mr. Graciano do Nascimento Nobre Paulo, Coordinating Professor of the Coimbra School of Health Technology at the Polytechnic Institute of Coimbra;

Ms. Maria Cristina Prudêncio Pereira Soares, the Senior Coordinating Professor at the Higher School of Health of the Polytechnic Institute of Oporto;

Ms. Maria do Rosário Oliveira Martins, Full Professor at the Institute of Hygiene and Tropical Medicine, Universidade Nova de Lisboa;

Alternate Members:

Ms. Maria Ana de Carvalho Viana Baptista, Senior Coordinating Professor at the Lisbon Higher Institute of Engineering of the Polytechnic Institute of Lisbon.

* Admission, assessment and classification of candidates – once the application period expires, the jury meets to consider the admission and proceed with the assessment and classification of candidates in accordance with the criteria stated in point 13 of this Proclamation.

15.1 The selection procedure may be terminated by reasoned act of the President of IPL respecting the general principles of administrative activities as well as the legal and regulatory limits on recruitment.

* Absolute merit is gauged on the basis of the candidate's curriculum vitae, relevant in the area to which the present proclamation refers, under the terms laid down in point 13 of this Proclamation. Candidates who do not successfully achieve a classification of 50% or higher in the jury’s assessment will be excluded.
* Prior hearing - In the event of an applicant being excluded for non-compliance with the legal requirements, or owing to a lack of absolute merit, and at the end of the assessment, a prior hearing will be held under the terms of article 121et seq.of the Code of Administrative Procedure (CPA), published by Law No. 4/2015 of 7 January, updated version.
* Public hearings - Under the terms laid down in Article 23(4)(b) of ECPDESP, the jury may conduct public hearings on an equal footing for all applicants.
* Consultation of the process – The selection process can be consulted by applicants who wish to do so at the premises of the Lisbon School of Health Technology, located at Av. D. João II, Lote 4.69.01, 1990-096 Lisbon from 10 am to 12 pm and from 2 pm to 4 pm.
* Recruitment conditions - Shortlisted applicants will be contracted under the terms and conditions which allow for the provisions laid down in article 33 of Law No. 45-A/2024 published in Diário da República, series I, no. 253 of 31 December (State Budget for 2025).
